I do have a clump of java moss in there. I was thinking something along the lines of Bettas, or african dwarf frogs. Any other suggestions…..

Water. Ghost shrimp and snails. I think a one gallon is too small for even a betta and definitely too small for a paradise fish. Good Luck

putting any living creature in that tank would be cruelty to animals
bettas and ADF both need heaters, filters and atleast 2.5 gallons each

without a filter and a heater absolutely nothing
with those 2, you can keep dwarf frogs and shrimp, but that’s it

Your tank is too small for most vertebrate animals.
Yes, a Betta could survive in a tank that size, but it is not ideal. That said, with regular water changes and modest feeding it could live a long life.
No heater raises a different problem. If you keep your home in the 70′s all the time, it is not much of an issue. The tank will be close to that of the ambient air temp. However, in the winter most homes dip into the 60′s, especially at night. While not immediately fatal to Bettas, it will cause stress and shorten their life. Much colder than 65 and hey will die sooner.
In general, coldwater fish like fast moving streams and rivers. So while there are many species of animals that thrive in unheated tanks, few do it in a 1 gallon tank. There are many species that can tolerate a small tank, but need 74 to 78 or so degrees constantly.
You could do some aquatic plants for docorative purposes and work up towards a larger tank and a heter/filter.

Bettas need 5 gallons plus, filtered and heated. African Dwarf Frogs the same.
Shrimp are delicate and need a filter, most for sale are also tropical and need a heater, because 1g is tiny, it would be too unstable for them.
Apple Snails get too large and are tropical.
You could pop in some Ramshorns or Pond snails and watch them multiply but that’s it. They would also need thrice weekly at least water changes, snails are very messy critters.
